TEC Consulting joins Rail Baltica energy subsystem design

April 14, 2026

TEC Consulting has signed a contract with the Spanish engineering company Ingerop T3 SLU for the design of the power (electrification) subsystem of the Rail Baltica railway line and the development of related engineering solutions.

Rail Baltica is one of the largest infrastructure projects in Europe, aimed at integrating the Baltic countries into the common European railway network. The project involves the construction of double-track electrified railway line of European standard (1 435 mm width) with a length of approximately 890 km, running from Tallinn through Pärnu, Riga, Panevėžys and Kaunas to the Lithuanian-Polish border, including the Kaunas–Vilnius branch line. Trains are expected to be able to travel on this line at a speed of up to 249 km/h.

An Essential Part of a Modern Railway

The power subsystem is an integral part of the entire project. It is precisely the electrified railway infrastructure that ensures the operation of high-speed trains, the efficient transportation of passengers and freight, and compliance with modern environmental protection requirements.

As noted by representatives of TEC Consulting, Rail Baltica could not be considered a modern high-speed railway system without electrification – conventional diesel locomotives would not reach the planned speeds, and it would be difficult for the region to achieve its environmental protection goals.

Contribution of the TEC group of companies to the project

Under the signed contract, the TEC Consulting team, in collaboration with colleagues from TEC Industry, will carry out design works for the railway power infrastructure. This will include the development of solutions for the overhead contact line system, traction substations, power management and other related systems. The TEC Consulting team will also be responsible for planning construction permits and preparation for further stages of project implementation.

The project is notable for its scope – it covers all three Baltic states and is therefore classified as a cross-border project. This means that during the design phase, it is necessary to assess the different legal frameworks, technical requirements and practices of each country and ensure their compatibility. For this project, the TEC Consulting team will cooperate closely with colleagues in Spain who have strong competences in the field of high-speed rail system design.

International Team and Growing Scale

In the first phase of the project, it is planned to involve approximately 25 specialists from various fields, including those working outside Lithuania. The team will include experts in structural engineering, high-voltage electrical engineering, land-use planning, automation and control systems, as well as project managers and experts in other fields. Once the project is underway, the number of specialists may increase significantly, depending on the pace of railway construction.

Design works have already been started. Extensive design works on all systems are currently underway, with the first phase expected to be completed in the second half of this year. The total duration of the project is expected to take several years and will run in parallel with the construction of the entire Rail Baltica railway line.

Accumulated Experience – a Key Advantage

The opportunity to contribute to this project was made possible due to the experience accumulated by the TEC Consulting team. Since 2020, the specialists of the company have been involved in the implementation of the Vilnius–Klaipėda railway section electrification project, which covered approximately 360 km. This was one of the largest infrastructure projects in Lithuania. This experience became an important foundation for joining the even larger and more complex Rail Baltica project.

Significance for the Region and Society

The Rail Baltica project will open up new opportunities for both residents and businesses. It will provide fast and convenient access to the capitals of the Baltic countries, offer an alternative to air and road transport, and improve logistics chains.

Furthermore, the project will contribute to the development of more sustainable transport in the region by reducing dependence on fossil fuels, and will also play a role in enhancing military mobility capabilities.

Recognition and Responsibility

According to representatives of TEC Consulting, the contractor’s trust is a significant recognition of the competence and experience of the company’s team.

“The opportunity to work on such a project is significant both for the company and for us as a team. We are happy to be able to contribute to one of the most important infrastructure projects in the history of independent Lithuania,” says the representative of the company Mantas Biknius.
